The QCI prepares a concise narrative locating and describing these discrepancies. The PM then assigns an
individual or individuals to discuss the problems with the subcontractor and provide corrections. These
corrections are written and have a mandatory compliance requirement. The same procedures are followed
if the work involves any Sama Global workforce.

When any part of the work does not conform to the contract drawings or specifications, the QCI writes a
discrepancy report and immediately gives copies to the PM and key project personnel. If any discrepancy or
non-compliance is of an immediate nature, the QCI notifies all applicable individuals at once.

After completing rework, the QCI re-inspects the item. If the item is still not acceptable, it is resubmitted for
rework and re-inspected. The PM and QCI establish time tables for final resolution of all discrepancies.

6. CONTRACT COMPLIANCE RESPONSIBILITIES OF QUALITY
       MANAGEMENT

The Sama Global Program Manager and PMs have responsibility to maintain contract compliance;
monitoring by the Sama Global Quality Management System helps maintain compliance with all contract
requirements, and ensure high quality deliverables and service to the Client. Support for contract
compliance is provided by both on-site QCMs and by PLQCMs as part of their audit functions.

Contract compliance measurement and monitoring is also included in the scope of the audit responsibilities
of the PLQCM. Auditing for contract compliance is the primary method by which the Quality Management
System helps to manage the business risk of Sama Global operations. Specific elements of the prime
contract compliance component of the PLQCM audits at a project site are as follows:

     Prime contract (and associated proposal) on file for ready reference.

     Complete client correspondence file.

     Any required tax waiver certificate from the client (if applicable).

     Provision for exceptions to Client Releases of Claims for weather delay, natural disaster, acts of
         terrorism, elevated threat levels, etc.

     Awareness and compliance with approval authority matrix applicable to the project site
         management.

     Project-phased contract warranty date, beneficial occupancy date, and similar milestones; up-to-
         date warranty log; notification for warranty compliance in contract file.

7. QUALITY MANAGEMENT TRAINING

SiG policy in relation to quality management is to provide training so that QC personnel, site managers,
superintendents, PMs, and key project staff are qualified to properly perform assigned tasks. Sama Global
management is committed to providing quality awareness to its personnel as part of its Quality
Management Program. The PLQCM will work with the Program Manager and PMs to identify necessary
training and provide resources for QCIs, and other project staff to enhance their contribution to the success
of the QC Program and ensure that they possess the required skills to perform their tasks.

Sama Global employees at project sites receive indoctrination on the quality management objectives and
procedures of Sama Global and the relationship of their duties to quality, safety, and general policies in the
workplace. The QC duties and their relationship to the duties of others are reviewed in an initial

“partnering” meeting in which the basis of mutually supportive relationships between project and QC
