In accordance with the Sama Global QMP, managers within technical and construction disciplines will work
with the Sama Global Program and Project Managers to determine the skills and experience required for
each job or task and assign qualified employees. Employee competency will be determined on the basis of
documented education, training, skills, experience, and past performance. Sama Global will provide
training to existing employees or take other actions to ensure that the work is properly performed, if
needed.

2.1 Program Level Quality Control Manager

The PLQCM is responsible for developing the Sama Global Program QMP and working with the Program
and Project Managers to implement the QMP on all Sama Global projects. As the senior manager providing
leadership for the QMO, the PLQCM has direct access to the Corporate Quality Director to deal with any
quality-related issues or concerns. The PLQCM participates in senior management meetings, and reports on
major issues within the QMO. In day-to-day activities, the PLQCM works with site-level staff to ensure
compliance with Client contract requirements, as well as site-specific contract drawings and specifications.
Specific responsibilities include:

♦ Development and maintenance (in coordination with Sama Global Board of Governors) of
 corporate quality policy.

 Development, issuance, and maintenance QC plans, procedures, and documentation.

 Interpretation of customer quality requirements.

 Preparation of project-specific CQCP after notification of award.

 Compliance guidance and enforcement.

 Recruitment and assignment of qualified QCIs at project sites.
