2.2 Quality Control Inspectors
Although producing a quality product or service is a performance requirement for all employees, the day-to-
day responsibilities for quality management at Sama Global projects rest with the QC Inspector (QCI) who
reports to the PLQCM and is assigned to support projects. The primary responsibility of the QCI is to
implement and follow the project-specific CQCP. Specific responsibilities include the following:
♦ Conduct daily QC meetings with Sama Global PM and/or Site Manager or Construction Manager.
♦ Perform the three phases of inspection and control in accordance with the CQCP (described in
Section 3.0).
♦ Oversee design QC activities (when required).
♦ Ensure testing is performed per specifications.
♦ Review all project/field and laboratory data.
♦ Enforce regulatory requirements.
♦ Ensure compliance with project plans, specifications, and requirements; identify deficiencies and
instances of non-conformance.
♦ Follow-up on corrective action implemented by the PM or Site Manager.
♦ Ensure as-built drawings are updated daily or as project changes require.
♦ Perform submittal review for record and certification.
♦ Maintain submittal tracking (submittal register and log).
♦ Maintain a Rework Log.
♦ Serve as resource for preparing delivery order proposals and estimates as requested by the Program
or Project Manager, provided that such contributions do not interfere with other responsibilities.
Sama Global sets up the QC function to meet the needs of each contract or project. The intent is to be
flexible to meet specific circumstances while at the same time assuring the appropriate level of QC.
At project initiation, the QCI is provided with required supplies and tools, including a computer with network
connection, printer, file cabinet, and access to fax. The QCI is also provided with complete copies of the
QMP and project work plans. Equipment and supplies required specifically for QC functions typically include
three-ring binders, level, tape measure, voltage meter, digital camera, moisture meter, and ground fault
circuit interrupter (GFCI) tester. Select code books are available for use by the QCI through the internet.
Most QC-related equipment is managed locally at the project sites.
While the QCI is assigned to a project, and directly supports the PM, Site Manager, and/or Construction
Manager, the independent administrative reporting structure through the PLQCM, to the Corporate Quality
Director, assures the QCI can effectively implement the project-specific CQCP, and any quality initiatives
necessary to meet client quality requirements. The PM and QCI work together, meeting every day, to ensure
that the project is not delayed due to QC issues. This close contact enables QC issues to be dealt with
