immediately by both the PM and QCI. The QCI draws on the knowledge and various skills within the on-site
team to maximize the level of QC on a project site. Specific team members are assigned to the QC function
for each project or delivery order.

At a project site, the PM/Site Manager/Construction Manager supports the QC program and responds to QC
input and feedback in accordance with the provisions of the program. Specific operational responsibilities
include:

    ♦ Secure and maintain current and complete contract with client.

    ♦ Be familiar with the Sama Global Quality Management Program through careful review of the QMP.
    ♦ Meet specific responsibilities as provided in the CQCP (described below).

    ♦ Provide full support to project QC (including funds for QC-specific items of equipment).

    ♦ Assure that all site personnel (including subcontractors) are aware of the CQCP and understand the

         role and value provided by the QCI.

    ♦ Ensure QC problems are resolved in an expeditious manner.

    ♦ Provide submittal in a timely manner for QC review, approval, or certification.
    ♦ Work with QCI to respond to QC audit findings by the PLQCM.

    ♦ Provide cross-training of site personnel in QC.

    ♦ Lead team building between operational and QC functions at the project site.

As the senior Sama Global representatives on any given project, the PM, Site Manager, and Construction
Manager have the overall responsibility to deliver a high-quality project within approved budgets and
schedules. The PM must communicate this requirement to all project staff and subcontractors and solicit the
help and support of the QCI to accomplish that goal. It is important that project staff and subcontractors
clearly understand that the PM actively supports the Sama Global QMO and will aggressively correct any
deficiencies or areas of non-conformance or non-compliance with project requirements.

3. CONTRACTOR QUALITY CONTROL PLAN

The CQCP is the second component of Sama Global Quality Management Program. The Sama Global
approach for preparing CQCPs is to maintain a current “template” to ensure completeness and consistency.
This template is then modified as necessary to meet specific contract or project requirements.

Within the framework of the Sama Global Quality Management System Plan, a Sama Global CQCP is a
“program/ project-specific plan and procedure”. As emphasized by the Sama Global approach, it is essential
that the QCM have an awareness of and participate in the project planning process. Without access to these
vital elements, the QCM will be unable to properly perform the QC function to the optimal benefit of the
client and Sama Global. The Sama Global approach addresses planning (as from Page 3) in the following
manneArc:tivities shall be systematically planned focusing on client requirements and needs. The purpose

       of planning is to accurately define and document project objectives and requirements, and to
       develop a technically sound and achievable approach to the work. Planning is an ongoing
       process that begins with proposal development and continues with contract award and project
       initiation. As changes occur during the course of the project, plans will be modified as needed.

During all phases of planning, project personnel responsible for plan development will have access to
pertinent information and consider the following:
